The Dubai Electricity and Water Authority (DEWA) has floated final international competitive engineering tenders for the deployment of a historic 1,200-megawatt (MW) urban floating solar photovoltaic (PV) power cluster on the reservoir waters of the Hatta Dam complex. Representing a strategic capital allocation of approximately $1.1 billion under the Dubai Clean Energy Strategy 2050, this clean energy installation will stand as the world's largest urban floating solar array, representing a fundamental paradigm shift in Dubai’s long-term renewable resource generation architecture. The project is engineered to diversify the emirate's base-load electricity mix while aggressively mitigating urban carbon overheads.
The selection of the Hatta reservoir in Dubai delivers a critical dual advantage for regional resource conservation. By covering a vast water surface area with specialized, anti-reflective photostatic solar panels, the massive array will drop water evaporation losses by an estimated 52 million liters annually—a vital advantage for the preservation of Dubai's strategic freshwater reserves. Furthermore, the natural cooling effect provided by the water body beneath the floating panels optimizes the physical operating efficiency of the photovoltaic cells, yielding a statistically verified 14% increase in clean electricity generation compared to conventional land-based solar facilities facing extreme desert heat indexes.
The transmission of the clean energy generated at the Hatta hub will be managed via a newly constructed high-voltage direct current (HVDC) transmission link tied directly into Dubai's primary urban grid substation. To secure regulatory approval under Dubai's strict environmental compliance codes, the project architecture incorporates rigorous ecological monitoring parameters, specifying the use of completely non-toxic, high-density polyethylene (HDPE) floatation structures designed to prevent any degradation of water chemistry or damage to the local aquatic wildlife.
